Particle filters capture particles
High-efficiency particle filters are designed to capture airborne particulate matter as air passes through the media. Dust, pollen, smoke particles and dander fall into that broad job.
Odor molecules and gases are different and can pass through particle media.
Carbon adsorbs some gases and odor compounds
Activated carbon provides surface area that can adsorb certain gaseous compounds. More media and sufficient contact time generally matter, which is why a tiny carbon layer should not be expected to perform like a large sorbent bed.

Vent cooking emissions, remove spoiled materials, clean pet areas and address moisture sources. Filtration works best as part of a broader indoor-air strategy.
If a strong or unexplained odor persists, investigate the source rather than masking it.
